I am not sure about the next review date.
No matter if 2 or 3 years is reasonable, the requirement for on campus BEng is:
(a) in the case of a qualification specified in Part II of the Schedule, the qualification is awarded upon graduation after the completion of a full-time undergraduate engineering degree programme of not less than 4 years, or of an equivalent programme approved by the Board;
So if full time on campus BEng needs 4 years, I think at least 5 years for part time or D/L BEng is needed (base on part time NTU BEng) to be consider recognize by PEB Sg in future.

I understand PEB will review their policies from time to time.Do you know when will be the next review?
By the way if you have an engineering dip background,you only need to study 2 years to grad with a BEng (Hons) if you go Oz or UK. End of the day, you can still enrol with PEB.Therefore,the duration like what you have mentioned should not be a key factor as long the duration is reasonable eg 2 years and above should be ok.
