im looking for a program or software that can sent text message to mobile phone in a chosen area.
is there any software that can do this?

Perhaps you need to check with telco.

Technically, for a system to know the location of a phone, you either need access to mobile base stations which are controlled by the telcos, or the user phones have an app installed to report their latest locations with GPS on. Again, we cannot assume that all users would install the app and they leave their GPS on.
