I never actually set the setting to high, just medium or low graphic setting for the game. But still has low fps.

And no I didn't run any other graphic intensive apps on the background when trying to play on the game.

Just got this build yesterday.

I see. but did u test another games to see if they are having the same issues. also maybe u can call that person who help u fix the rig and tell him u having this issues. maybe he will knows where he have mistaken for it. oh and try high setting if it got lower fps or not

nah. I doubt so. cause amd R9 380x should be playable with at least a minimum of 60 fps at 1080p FHD in most of the game with high settings. Have u tried plugging it with dvi
dvi cable and test it? if not could be ur card issues where u might want that person that help u build test with another graphic card and see.

anyway is there any drops in frame rates when u starts the game? or which quests u did that cause it for u to see that low drops in frame rates? have u play any YouTube videos with 1080p@60? as well as do u have other intensive games to test if that game are affected as well?

Look at back of PC, ensure you are connected to card, not the onboard intel chip.
Scan for virus and open task manager to check for suspicious processes.
Defrag drives if you are using HDD, make sure you have at least 10% free space on drive.
Download DDU to cleanly remove graphic drivers and then install AMD catalyst drivers.

You might even want to consider a clean install of windows and start everything fresh.
