Manually Windows update

Hi just to check. If I have a machine that is not connected to public network but required to update to latest Windows security update.

Do I have to update 1 by 1 or can I just skip the previous update and install the latest update ?
Does the latest update covers the previous fixed ?

Note: I downloaded the installer package from Microsoft myself to install

if windows 10 it is cumulative. just download latest monthly cumulative update

This window is not suppose to connect to internet. But security team said must update. So just check if I can install latest instead of monthly
