Message Delivery Failure through LTE Network on Iphone5

I always encountered message delivery failure whenever I was on LTE network on any location. But when I switch over to 3G network, my messages all can be sent successfully. I have no problem using LTE network for data usage such as surfing Internet. I have already call M1 Telco and they advised me to reset the network settings on my handphone. After doing so, same problem still exists.
Does anyone encounter this before?
Does the problem lies on my Iphone5 or the Telco?

I'm on Singtel and I ran into this issue once. I didn't do anything. It resolved on its own.

I used to have this problem too. Can't call out, can't receive call same for sms also.
How I solve it is to Reset Network Setting

Setting -> General -> Reset -> Reset Network Settings.

Actually is not the network issue. More likely is a bug found in the phone itself.

FYI, sms is not send via LTE network. Its suppose to sent in/out via 2G network. SMS functions belongs to circuit switch network. Not on packet switch network.

Next is MMS. MMS settings goes via packet switch network. Which requires 3G or LTE. Although 2G can still be used to send, just slower.

On a side note, the phone doesn't need to show you is on 2G network in order before you send out. Although is on LTE, it still uses 2G to send in background.
