Migrate to Iphone , Icloud question

This is my 1st iphone so pardon any silly question asked.

i understand Icloud is similar to dropbox/drive. When i try copying photos to Win7 My Computer - Icloud Photos- Upload . The photo do appear on my Iphone and Icloud Online . but why if i delete on my iphone or Upload folder under My computer it doesn't sync . the photo still in upload folder even tho its been deleted in my Phone.

but if i using web Icloud to drop photos it sync.

That's because it's transferred to the photo library if I'm not wrong.

try checking it here

Under photo library.
It should be removed there
