Just wanted to ask if these are any good?

My own desktop is kind of ailing... thought of upgrading... mine is the really old type still running PC-1600 DDR RAM kind of motherboard and CPU... old enough not to be compliant to upgrade from Windows 10 to 11...
I only need to surf internet, watch YouTube, edit some photos using Photoshop CS 5, use Handbrake to re-compile videos, that kind of stuff...
Would like the PC to be snappy and fast to launch and execute... but don't need to be able to play games at all... so I don't want to like open Microsoft Word and have the splash screen hanging there like forever... would it to launch into the software almost instantly... that kind of snappy...
So I deduced that I could reclaim a lot of desktop space by switching to a mini PC... and hope to spend below $1000 to achieve it...
Possible and if got any recommendations, please put here...
