Is there still anyone charging by the hour ? Doesn't make sense, not as if you can nail down to hourly granularity on creative works

Try web development service providers. If you don't have any in mind, I have one that you can try contacting for quotation. Websparks. Check with them if they do mobile apps or not.

Depending on what kind of mobile application you are doing, you don't necessarily have to move into the mobile app all the time, try having mobile site that can take advantage of mobile capabilities through javascript too.

Somehow a simple search seems to reveal a couple of local firms doing mobile apps too Let me google that for you
