Salary Adjustments for Officers on MOE Schemes from 1 October 2022

1. Three groups of MOE staff – Education Officers (EOs), Allied Educators (AEDs) and MOE Kindergarten Educators (MKEs) – will receive salary adjustments from 1 October 2022. This is to ensure that their overall salary packages remain competitive, and so that MOE can continue to attract and retain good educators.

2. Some 35,000 serving EOs, 1,600 AEDs and 800 MKEs will receive a 5% to 10% increase in their monthly salaries. Salaries for EOs and AEDs were last reviewed in 2015, while the MKE scheme was only introduced in 2019.

Enhancements to Education Scheme of Service in 2023

3. MOE will also make two enhancements to the Education Scheme of Service, effective from 2023.

New General Education Officer (GEO) 5A substantive grade

4. A new GEO 5A substantive grade will be created to better recognise the valuable contributions of good-performing teachers in this grade who do not hold a Key Personnel (KP) appointment. Examples of KP appointments include Subject Head or Senior Teacher appointments. Currently, these EOs who do not hold KP appointments and who would typically continue as classroom teachers can progress up to the GEO 5 substantive grade, while those who hold KP appointments can be promoted to the Senior Education Officer (SEO) substantive grades.

5. From next year, non-KP EOs at the maximum salary point of GEO 5 substantive grade who meet the performance criteria for promotion can progress to GEO 5A and benefit from a higher salary ceiling, which will be between that of the GEO 5 and SEO 1 substantive grades.

Enhancements to CONNECT Plan

6. MOE will also enhance the CONNECT Plan, a 30-year retention plan for EOs where a flat rate quantum ranging from $3,200 to $8,320 is set aside for officers each year depending on their length of service, and payouts comprising a proportion of the money accumulated are given every 3 to 5 years of an officer's career. Starting from 2023, the CONNECT Plan will see an overall enhancement of about 20%, as the annual deposit quantum and payout ratio will be raised to better support officers in the earlier years of their career.

7. Teachers are the core of our education system. Beyond these enhancements to the Education Scheme of Service, MOE will continue to provide opportunities for our educators to learn and develop throughout the course of their career. This includes providing in-service courses to help teachers deepen their content mastery and pedagogy, as well as exposing teachers to diverse experiences outside the classroom through external work attachments.

Teachers, allied educators and pre-school teachers in the Ministry of Education (MOE) kindergartens will get a salary increase of between 5 per cent and 10 per cent from October.

In a statement on Tuesday (Aug 16), MOE said about 35,000 education officers or teachers, and 1,600 allied educators will get the pay increases, as will 800 educators in the MOE-run kindergartens.

Salaries for teachers and allied educators were last reviewed in 2015.

Also, a new General Education Officer (GEO) 5A grade will be created from 2023, so that officers who do not hold key personnel appointments and who perform well can progress to this grade, and benefit from a higher salary ceiling.

Hope Teachers can make sure kids do not require tuition outside to catch up with lessons
When I was a student I didn't have tuition. I think tuition is not required if you are attentive in class and teachers are always available to find when you need help. It is the parents eagerly wanting their kids to succeed which gives rise to tuition.

acherly the trend moi see nowadays ish the kids are competitive and ownself want tuition to top their class

while the parents tell them to chill :o
