Monitor and keyboard not working

Okay, so when i turn my computer on,everything lights up apart from my kb and monitor. Need to reboot the 2nd time and leave it on before my monitor will light up after a few mins. Somehow,my keyboard will work if my monitor managed to display. Try plugging both my kb and monitor to my laptop,kb lighted up but not my monitor. Dead monitor or is there something else wrong ? Please kindly advice. Thanks!

UPDATE: now when i turn on my com , there seems to be a strange sound like the fan is stuck and then it shut down itself and keep rebooting with the strange sound everytime it starts up.

could ur gpu dead, maybe u can list ur specs and age of ur pc to further access ur problems/

Monitor capacitance charge too slow, so take long time to power up. My Samsung 2493HM long ago.

Have updated the post. It can't seems to be turned on now. The com is a little over a year. Maybe around 1year 2 months

den remove ur gfx and use only 1 ram stick to try it
