Monitor failing

Here is a picture of my monitor when i boot up the computer. After I off and on the monitor one or two times then it becomes alright.

What could be wrong? Anything I can do? Like change out a part?

This model is Dell U2711 since Jan 2010.

my old 27inch monitor had weird artifacts if i switch it on as i boot the computer using a dvi cable.
you can leave your monitor in standby mode without switching it off
or unplug and replug your cables when it happen
or easiest way which you have been doing which is to off and on the monitor until it is ok

Sometimes can be the graphic card , if you using plug in graphic card than try connect to your on board graphic chip to test for confirmation.

my other monitor is also plugged to GPU. no issues.

my mobo don't have onboard GPU
