just make it non-transferable coe like cars
so bike dealers can only bid and obtain coe when they secured buyer, after that must make it non-transferable for at least 6 months so they cannot register the bike under shop first then sell to buyers later

I also don't understand why.
I am betting on govt needing (more) funds.

Instead of zero growth.
Motorcycle is negative grow since 2011 to 2020.
From 145,680 in 2011 to only 140,783 in 2020.
COE was slowing rising in $$$ from 2015 $4k onwards till today $10k.

It's a artificial restriction that causes today $10k prices.

Luckily it's rising from 2021 onwards. That will hopefully soften the price increase somewhat moving forward.

the COE can buy nearly four CB125 here.

Goes to show its not intended to control vehicle population entirely.

Pretty sure it was not intended to control vehicle population at all.
The rich can have a vast number of vehicles with no penalty.
