Need help: aspnet process high cpu usage

Has anyone encountered this before?
I tried deleting the whole folder but it keeps appearing back. Tried googling for solutions but can't find.
There are times there are 2 of the same process running which makes it near to 100 cpu usage.

These are the list of programs I have run but doesnt work:
malwarebytes
adwcleaner
Farbar Recovery Scan Tool
rkill
RogueKiller
tdsskiller

This app has the ability to block it from running?
