Need help for upgrading of gpu

Currently using a r9 280, planning to get a gpu that is able to play at 1200p max settings, 60 fps. Im using a 500w psu, so i'm thinking about a single gpu card, 980ti ?

Witcher 3 is a tough game, you can check reviews. 980ti on a 500w psu may be fine. What psu is that and how old?

I thought it is possible to OC without adjusting the voltage, hence not affecting the psu.

Only affect a bit of fps, might as well not OC? U wan bigger %, need increase voltage...

Or if u like big big benchmark numbers, then need increase voltage to get more headroom.
