Depending on how active or outdoor you want for the toddler to participate in. January might be cold(maybe not), if not your other option is the Taipei City Amusement Park, it's near Shilin Station on the red line of the MRT, at the same station is Yangmingshan which could be good for a half day gentle walk. There's a qin zi restaurant about 100 m from the station, called "shilin lucy's home", just google it and you'll find the address and some blogger's notes.

2 stations down to Yuanshan staiton, there's the Taipei Fine Arts Museum. It's got a lot of spaces and outdoor exhibition for kids to run around, there's a Taipei Story Exhibition next door, also the Expo grounds are about 3 minutes walk. The B2 floor of the museum has a qin zi restaurant.

Hope it helps!

I did not bring my eldest to taiwan when she was 2yo. I would imagine it is a challenge. Especially at NMs.

In the past, Shihlin had a pet market and game stalls which might appeal to 2yos. Don't know if that changed since the construction work started. I didn't visit that part of Shihlin when I went last month...

How about getting out of Taipei? I have Cingjing in mind as a potential future family destination. Leofoo resort guanshi is gimmicky but looks like it would be a blast for kids (not sure if Jan is a good time to visit though). The National Center for Traditional Arts in Yilan should be quiet and do-able too.
