Need help on selecting a Desktop setup for my usage.

Hi there. with my another post regarding a possible PSU failure, I am looking to get a new setup.

my usage mainly will be entertainment.

My usage will be opening alot of Google Chrome tabs and windows like few hundreds tab with for watching shows, movies, YouTube. All these I will be having them loading in the background.

Not really into so much AAA game with hight demand for graphic at 4k etc.

Current monitor is the Acer predator XB271HU.

currently parts i have purchase :

Processor - Looking at 7600X (need to have display in case GPU not working)
GPU - Sapphire Nitro+ RX 7800XT
RAM - looking at 32GB low profile no RGB if getting NH-D15
MB - Asus TUF Gaming B650 Plus
SSD - SK Hynix Platinum P41 2TB
Cooler - Looking at AK620 or NH-D15
PSU - Brand new but only 2 yrs warranty Corsair HX750 from previous RMA PSU
Case - Fractal Torrent non RGB Grey

therefore I I should be focusing on more ram for my set up min 16gb or 32gb? for GPU ? CPU?

Do I need water cooling? do I need to get a better MB?

oh most impt is budget is 1.3-1.5 if it is reasonable.
i suggest replacing the psu on ur old pc if it was already good enough for ur use, a good psu should cost u no more than $200, with quite a few solid options below $150. anyway, ur use case quite light, so u can refer to my 1080p low recommendation here if still insistent on replacing whole setup, and maybe upgrade the ram to 32gb, total should be about $600 or so (still a lot more pricey than just psu replacement). no need go over the top with watercooling or high end mobo.

I tried replacing the PSU but problem still there. took out GPU and 1 stick ram also.

I suspect after conclusion of advises from all post most prob is mother board when i was trying to troubleshoot and might have short-circuit it.

Anyway will try again without boot disk and see. But will move on with new rig also do. Kindly give advise. Thank you
