Need help with custom desktop specs

[SafariS]

Hi guys, I have very little knowledge on building a custom desktop so I need some help. Looking for specs that can run GTA V type games in high to ultra settings at 40-60 fps. Budget is around 1200. Any advice for a newbie like me?

Edit: Also need help with suggesting a good monitor (not included in the 1200 budget)
