Need help with possible PSU or MOBO problem

Hey guys, just realised that my PC doesn't want to start up anymore.

When I turn on the power it just powers up for a second then turns off immediately. It will just keep repeating this cycle until I turn off the power at the wall socket. I can audibly hear the PSU clicking on/off too.

Tried troubleshooting on it powers up properly after I unplug the 8 pin (EATX12V) power cable on the MOBO (https://www.asus.com/sg/Motherboards/VANGUARD_B85/)

Is this definitely a dead MOBO? Or is there still hope? :s22:
