New HFE BTO Dropout rates

Historically speaking in the past, about 30% of applicants do not turn up to select their flats when given the opportunity to do so. Do you think with the new HFE application process, there will be fewer drop-out rates? Or will the drop-out rate remain the same?

I feel that the HFE has no impact on the drop out rates.

And with the new penalty imposed on drop outs, they are already reporting lower application rates which I feel will translate into more serious buyers and therefore lesser drop outs. No longer will there be a prevalent of people just trying their luck for the prefect unit.
