600W should be more than enough to drive your PC; unlikely is PSU issue.

Likely a GFX issue but seeing that it's a GTX 960 should be pretty new.

First, get into your bios and set it to boot from PCI-E instead of auto-select and see if that solves the issue.

If not, what type of cable are you using to output to your monitor? If DVI, you can try by using the alternative DVI output on the GFX and see if it's an output connector issue.

yup aoc monitor, connected using hdmi.. my monitor dont have dvi input, only vga nia..

Actually I meant another monitor, as in two monitors; seems like you have only one AoC connected.

Anyways, did you assembled the PC yourself or someone else did? If you did, check if you connected the 6/8-pin power connector to the GFX; though if would probably result in booting error if not connected, no harm checking if you did.

Got same problem before. Turned out my GPU was loose in the pcie slot. Firm downward + some side ward pressure solves it.

Try to make sure that the PCIE power connectors are plugged in properly from both sides (on the card, and on the PSU if you are using a modular PSU)

Try using the 2x 6+2 pin PCIE power connectors from the PSU directly rather than adapters.
