It cannot be officially sold in Singapore. You can probably get export set in Little India shops, but even that is doubtful. Why would shops sell export set if it cannot work in Singapore, except for the small number of foreign workers/tourists who want to take it back to India/Pakistan/Bangladesh or Sri Lanka.

This phone is mainly for Europe which has confirmed that 2G will stay until 2020. The pricing of this phone is also disclosed in Euros(49Euros). Of course this phone will also be used in Developing parts of Asia and Africa. Developed Asian countries will not see this phone.

Nokia's biggest fan following is Europe followed by South Asia, so makes perfect sense.
