NS make up pay with variable allowance

Hi

My HR claimed my NS pay of both basic + variable allowance.

But my company will not be paying my variable allowance for the period of ICT, yet HR is going to deduct the total of basic + variable from my pay. Isn't that wrong?

Shouldn't it be basic portion is deducted from basic salary and variable portion deducted from variable portion. As the company is not going to pay me the variable portion, what SAF has paid me for the variable allowance portion should not be deducted.

Example:
Normal working month:
Basic salary: $2000
Variable allowance: $500
Total: $2500

NS ICT month (assume I was ICT for a whole month):
Claimed from SAF:
Basic salary: $2000
Variable allowance: $500
Total: $2500

Company's Payroll:
Basic salary: $2000
Variable allowance: $0
Total: $2000
Company deducts $2500 (claimed from SAF) off my total of $2000.

Now my nett pay becomes $2000 -$2500 = -$500.

It makes no sense because it would then be the same even if HR did not claim for the variable allowance, that I would still only get back a basic of $2000.

Am I wrong or is my HR wrong? If my HR is wrong, how can I make a case and argue with them to prove that I am right or is there any 3rd party which will be able to help ?
