I recently upgraded to a 1050ti with nvidia boost 3.0, never used such cards before.

My boosted core clock is reaching over 300mhz above the manufacturer's boost clock. Is this safe?

GPU specs: Engine Clock Base: 1303 MHz Boost:1417 MHz

Yes it is indeed safe. GPU boost 3.0 is at work.

When manufacturer stated that the card can boost to a certain rate, that is the guarranteed minimum boost clock you will get. But when there is enough cooling capacity, the card will bump up the speed and run at a much higher frequency.

All the pascal cards have this.

I see, thanks for clearing. I thought the boost clock meant it will reach a max of 1418mhz

If you are up for it, overclock it. You should be able to get a much higher frequency.

2.088 GHz for GTX 1070. Pascal should be able to do at least 1.8 GHz.

GP106, 104 are made by TSMC. GP107 is by Samsung.

There could be differences in their frequency characteristics that explains why the reference specs are lower on GP107.

Ever since Nvidia's Operation Greenlight and the MSI 660ti Power(gate) Edition, pretty much all GTX cards are safe

Most GTX 1050 series should overclock well up to 1.8Ghz. The main constraint will be the 75W limitation since most GTX 1050 series does not come with a PCI-E power connector.
