is it consider as a non peak period?
Oct is consider as one of the best time to visit Taiwan considering the weather?
If I go Taipei for 7d6n is it wise to stay 6n in the same hotel and do day tour to other city?

Depends on which day in Oct. Oct 1 is China national day. Usually they will flood to Taiwan. Not so sure about this year due to govt change. Oct 10 is Taiwan national day, so long holidays for them. Tourists spots will be flooded.

If you plan to visit other cities like Taichung, I'd suggest you spend 1 night there. If it is nearby cities like Yilan, hsinchu, then probably a day trip. But it also depends on what you want to do there.
