That's how all patent applications work. You could also pay a patent attorney to do a patentability search to get some idea as to whether your invention is going to be patentable.

It's not as simple as that. It might be cheaper to file a PCT application in SG, then to the U.S. and/or other countries in the national phase, rather than apply directly to the U.S.
Which jurisdictions to file for protection is a business decision e.g. where your key markets are, where your manufacturing is.
