Encountering a very strange bug. Pc can boot normally if I shut down and press the power button, however if I press restart, the pc just hang tbere. Black screen showing no signal on monitor and no lights on keybord, I tried to reset my pc so I did a clean reinstall but to no avail the problem still persist.

What's your PC parts? And next how old is your PC?
1.5 years old. Asrock h81m hds.i5 4460. Sapphire r9 280, superflower hx 600w PSU.
Could it possibly be a software issue? I haven encounter this problem before in the past, and strangely its fine during normal boot up, just that when I press" restart" it cant seem to boot up
