PC cant start up

Hi power button light keep flashing PC can't start noticed CPU fan twitch left right but wun move. What's the problem ah

Asrock H81m-HDS R2.0
Crucial DDR3 Rams
CM 460 PSU
CM 344 Casing
Samsung Evo 850 250GB SSD
500GB HDD

I noticed PSU fan spins than stop, spin than stop.
Took out old Inwin PSU try it on the fan spins but stops.
I place back Inwin PSU on old mobo the fan spins ok working.
Could it be mobo??

Should be mobo problem... i've experienced the same issue before..

I brought down to PC Themes since done by them.
Was the RAMs problem. They changed to Kingston now ok liao.
