My current PC (6 years old) cannot be booted on. There's no response when the power button is pressed - PSU is not running at all.

It was already faulty a year+ back (happened to buy new laptop and ignored the PC). Back then, it will not boot into Windows - stopped at the black screen with white wordings but able to access BIOS. Is this MOBO issue? I would be able to boot into Windows probably in 1 out of 10 tries on a good day.

Intel Core i5 (750) 2.66GHz + MSI P55-CD53
Team Elite DDR3 4GB Kit (2x2GB)
WD Blue 500GB
Palit 512MB 250 GTS
Andyson 550W PSU
Coolermaster 310 ATX

Hence, I'm looking to get a new PC and salvage some of the old good parts, if possible. My requirements are simple; surf net (like to open 20+ tabs in Chrome), movies and occasional gaming like DOTA2. I'm not sure how much budget is good enough for such requirements nowadays.

I've surfed a couple of threads and came up with below list. Please advise further. Thanks a lot!!!

Intel Core i5-4460 + Not sure which mobo is good
Kingston 8GB - which model?
Samsung SSD 850 EVO 250GB
Western Digital Blue 1TB
PSU - recommend please
GPU - recommend please
WIFI adapter -
Case - is there a lot diff with the casing nowadays or i can reuse my old one?

Do you have a budget in mind?

Cause you can build a system with a GTX970 for around 1300 to 1500 excluding OS

Probably less than 1000. Not sure if i should stretch my budget as my requirements/needs are probably quite basic. Would want to last for at least 5 years though.

Not a hardcore gamer. Just do not want any lags or freeze when using.

Btw, is it possible to reuse my 2x2GB ram if i'm getting a 8GB ram? How about if it's 2x4GB ram?

Why not troubleshoot your PC first? It is still quite a fast PC (definitely great enough for your current gaming needs).

Tackle from RAM first, take them out, use eraser to rub clean the gold contacts and replace them back and see how.

And also try to boot into safe mode see if possible.
