psu can cause so many issue?

just a recent issue i encountered when i was flipping brand new b550 boards, specifically the msi mortar. few days after selling to him, buyer messaged me that with r5 3600 and 1060, pc cannot boot into windows boot media usb to install windows. like boot splash and spinning animation will appear for half a second and hang indefinitely. tell him to switch to csm mode from uefi, but come out graphical artefacting and also hang so also cannot install. so i went over to his house, and confirmed these 2 behaviours.

tried troubleshooting with:
- my personal 4650g, zen 2 apu, but straight up cannot post for whatever reason (bios already updated). mobo debug light show cpu error, even though i was still using the cpu fine the previous day
- ghost spectre windows 10, stripped version of win10, same behaviour
- ubuntu live boot, can boot normally

remember his psu was the cm mwe white 450 v2, which i thought was an ok psu. already confirm all connectors plugged in properly, even disconnected fan hub to be sure. since cannot rectify issue, i refunded the mobo and brought it back to test. with my super flower psu, all the problems went away, which is even more confusing. can psu really cause so many problems? have any of u bros encountered such a thing before?

I did not encounter such problem but i do know poorly designed psu can cause problems.

Anecdotal, but I thought my new HDDs were failing because it kept dropping from my system. I even RMAed the new drive but the replacement drive also behaved the exact same way. Problem went away after I replace my PSU.
