My old PC has a silverstone 500w-ef. Good psu I believe. About 6 yrs old with daily regular use. It's switched off nightly.

Last 1 year need to turn on power socket & wait about 2-3 minutes time before I can press start button on the case to start up. Cannot be shut down via windows. It will shut down completely & auto start up again. Have to off via psu switch or wall socket.

Is it psu problem or mobo problem? Led on mobo lights up immediately when there's power. But must wait. If psu is it dangerous? Will short or catch fire?

not normal, you should change it immediately to prevent further potential problems.

Other than swapping, can anyone confirm from experience is psu? Not easy for me to do swaps to test around. I don't have parts lying around and will need to disassemble, needed working pcs.

Can be mobo problem?

unplug the PSU from mobo and manual fire it up and see...if can just trigger without warm up by shorting the wires means mobo got problem..
