budget too low for 1440 unless you go for korean monitor
shld still be able to go for 1080p with 144hz

1440p @ 144 hz you will need not just 1 gtx 1070. Even 1 gtx 1080 cannot choke out that resolution at ultra detail plus with just 400 bucks for monitor, high hz 1080p or 60hz 1440p is your best bet as it's the sweet spot for gtx 1070.

BenQ XL2411Z for 1080p 24" 144Hz but around $480 +-
1440p confirm out of budget

Unless go for Korean brand monitor like crossover, Qnix, Wasabi

if not just go for normal monitor at 1080p, like Dell U2417H (Matt Screen) $289+- or the following
SE2417H 24" (Glossy Screen) $199+-
SE2717H 27" (Glossy Screen) $296+-
S2715H 27" (Glossy Screen) $359+-

All lastest game can't hit 144 at all with max detail

The most I saw was 128

Just get a 1440P with >75hz monitor.

Doesn't matter if your card cannot run over 144fps on a 1440p 144hz monitor. Chances are you would already change your graphic card to a better one by then and your monitor still stays.
