Think I'll summarise some of the key factors based on my observations. During my NS days, I've been in and out at least 4 units and 3 departments in a unit.
This is in order of weightage (most likely first), probability of booking out
1) The Unit posted to.
a) Pure Administrative Unit like CMPB (most likely almost 100 %)
b) Bridgade and division units (unless got brigade, division exercises, which doesn't happen often, almost book out very frequently)
c) Combat support unit (like training schools eg, school of signals, school of medic..., almost every night can book out, unless got outfield missions or night training. C9L9 can go outfield also.
d) Active Battalion units (highest chance of staying back and not booking out, cos weekends and night training are often)
2. Department within unit
Applies mostly to 1b), 1c) and 1d). Some departments in a unit for example Company level is bound to have a lot more night and weekend activities then say within BHQ. A CQMS in Company has lower chance of booking out than a CQMS in BHQ, all other things the same. Similarly an attached driver to Company definitely is more suay than driver in BHQ.
3) The vocation.
Ties in with 2). But again, I feel is not as important as the department you're posted in. If your department is a high activity kind, you may need to say even though c9l9.
And finally, luck
Your immediate IC
If your CSM or reporting IC or even OC is nice guy, you can book out every day, even though PES A.

Unless you heng kena SPF/SCDF, then you have to stay-in from Monday to Friday (or even Saturday) for your 2 years. PES C/E != Stay-out.
