Vivobook is quite vague. Best to share the model. If you are thinking of charging via battery pack/ power bank, the laptop needs to support USB Type C charging.

You should confirm if the Type C allows the laptop to charge. I can't find much information of the Type C port except them saying that it is USB 3.1.

Most laptops offer Type C, but only for data. Especially when there is already a charging port there, it is quite likely the Type C don't allow you to charge the laptop.

I also wondering if I can charge via the USB-C port on my dell laptop, it stated "USB 3.1 Gen 1 (Type-C) port with Power Delivery/DisplayPort".

Wow! Thanks! Didn't know i can charge my 15.6" dell via powerbank.

You could if the Type C supports charging. But as mentioned, not all Type C port is the same and therefore, some brands or models won't support charging.
It is useful to have the Type C charging as it can be used to prolong usage time of the laptop. It is likely that battery will still continue to drain when you are using the laptop, but at a slower rate.
