recommendation for upgrade my rig

planning to get ryzen 5 3600
as my rig is quite outdated so I need to replace some parts before buying the new CPU and motherboard.

currently, I need your help to recommend as I am thinking to get this:

RAM: 16gb (2 x 8gb) 3200mhz cl16
below 150$ for ram

PSU: 650w (seasonic focus plus or superflower leadex ii) not sure which to get between this 2
below 150$ for PSU

CPU cooler: help??? cm hyper 212x? cryriog h7? any budget CPU cooler to recommend? below $100 for cpu cooler

212x is $35 w/ voucher ($40 otherwise) @ Qoo10

I also would like to correct the degree difference.
212 LED is 212+ which is worse than 212 EVO, the heatsink is different.
212x perform better than 212 EVO by 1-2 degree
Therefore 212x is better than 212 LED by few degree

Comparison with Freezer 34 is limited. The closest 212x comparison would be using 212 Black since both are better than EVO by 1-2 degree.

Freezer 34 and 212 Black have conflicting results from different reviews.
Some would put Freezer 34 as higher
Some would put both as same
Some would put Freezer 34 as lower.

I don't think ts is looking to oc thus no need to nitpick on temperature.
From price perspective, 212 still better.
