Report on this user for inappropriate language

I just want to be transparent because certain mod is very quick to infract me for using inappropriate language, but deletes the posts that I reported/rejecting my reports on inappropriate language.
It's been going on like this for years. I do not know why this discrepancy as no explanation given on how things work, but the report button is useless for me.
Moving on, Is using the word stooping acceptable? I was infracted for using inappropriate language and I accepted that. It is clear this user suddenly comes into my thread and uses degrading language and personal attacked me in my thread. It's a thread asking does anyone encounter the same thing but getting personal and trying to pick a fight is just
