Rig problems (Suspected CPU/mobo related).

Hi all,

Need some help for this problem I'm facing, rig as mentioned on the right.

Recently my rig has been giving me a hell lot of problems after reformatting, and the initial belief was to blame my GFX, but that was not the case as proven by convergent.

Ran CPU-Z 1.67.1, resource manager and other simple disgnostic tools I think I'm closer to the problem.

No matter running what applications of different load demands, the core speed for cpu clocks are always fluctuating, not peaking out at the 3.4ghz/3.8ghz as it should when at full load. Even a prime95 test couldn't cause it to be at full load, running at about 800mhz. =.=

From CPU-Z, core voltage is always fluctuating under 1.0v, often around 0.7-0.8. Bus speed is at 99.76mhz, and the multiplier jumps very often, from as low as 8 to some times 38 (even when idle). Frustratingly it remains low when under load (running/starting services at start-up or running apps), and jumps up to max multiplier when doing nothing. As a result, starting-up is a pain, and running simple things like google chrome on my rig take a long time. From bios, sometimes I can see that the core speed is at 200mhz =.=

I read up a bit, and turned off EIST on bios, didn't help.

Any advice on how to troubleshoot this? Any steps to take to determine the source of the problem? Is this a bios/mobo problem, or a processor/cooler problem.
