even that time last year march bangkok got bomb along centralworld stretch of road, also cant refund lol

Unfortunately, that's the downside of being budget, you either lose that bit that you paid or end up paying more than what you thought you could save.

for full fledge, you can make changes by paying a fee.
if not wrong, cx is 150sgd if u wan make changes.
for budget, it is super hard

think have heard before my friend got refund back, refund is just the fare, not the taxes.
so if u book 5sgd fare, and the tax is 100sgd, they only refund you 10sgd (coz two way) ...

Incorrect. Scoot charges a fee to process your refund and this fee is greater than your fare. In effect, you end up "paying" Scoot. Maybe this is a deterrent.

have tried to change date once for my KL trip, 2 days before departure.
then the budget airline company told me muz top up 500 sgd lol ..
then i say suan le lol ..

normally have to top up alot if you want change date or change name to sell to another people
