Sending SMS error but no problem receiving

Hi folks, anybody here knows how to resolve this SMS problem?

Problem is not with my SIM card as I can send SMS on another phone.

Where should I look? APN? SMS message center?

List of Singapore SMS Centre Numbers:
Singtel Mobile enter +6596197777

Damn, stupid me, got it working, key in a wrong number for message center .

I'll not delete this thread in case if somebody searches for the same problem.
