Should upgrade to ios 9.2?

Apparently web surfing on my 6s+ seems slower than my previous note 3.

Also whatsapp, sometimes keep experiencing "connecting" and phone at times will drop signal.

Im running ios9.1

Could this be the issue and 9.2 resolves these bugs?
