Small circle(Spinning Wheel)

Recently my iPhone 7 plus have small circle(Spinning Wheel)next to 4G, wifi is off all the while
Does this indicator mean that it is just loading? Or is it using the cellular network?

Had this issue after my first restore backup to iphone 7. Rebooted the phone and it is fine after that. Before that when no activity it keep spinninglike there is some activity download or upload...
