“The SAF relies heavily on a large pool of conscripts in the active and reserve forces. It has an approximate active strength of around 72,000 personnel and is capable of mobilising over a million reservists in case of national exigencies or full-scale war battles. National Servicemen (NSmen) make up more than 80% of its military defence system and form the backbone of the SAF.” Quoted from Wikipedia

A division usually consists of between 10,000 and 20,000 soldiers. There are only about 72,000 active members hence only 6 divisions. Not to mention, there are quite a number of non-divisional units where the active members may be deployed. These divisions also should have ICTs of their former battalions but they still fall under the divisional strength of 10-20 thousand soldiers.
