You should approach the Ministry of Defence to enquire on this and ask them for an official response which will give you the backing when needed instead of asking here where people will just speculate and stuff.

It's like a new thingy which existing regulation may not have addressed hence it might be a grey area

There's a difference between asking for opinion and asking for facts/guidelines.

I don't think when you get caught for doing something and your reason is "there's this guy on HWZ say I can do it so I am not doing anything wrong" holds much water...

For those that you can put a sim card, just apply the rules for a non-camera phone...

Why close the forum when I said the function it serves is to give opinions.

Well, if people here can provide information that are properly cited, it can serve as another function.

But speculations is not something people need.
