Probably. Go to Settings -> General -> Software Update, and see if it says "Download and install" or simply "Install" - the latter means the file has been downloaded. You can't "reclaim" the 2GB, so if you're fine sticking with iOS6 and losing the 2GB, then sure.

IMHO. I think most people who don't want to upgrade are jailbreakers waiting for a new jailbreak.

iOS7 seems a decent enough reason to upgrade. Have been using it for some time and don't see any reasons why people should hold back - automatic app updating is such a boon, as is control centre.

Guess their tech and engineer weren't even bother to do some serious testing on the software before they even release to the public.

all these security glitch and bugs should have been discovered and patched during the testing. they should have enforce and strengthen security in the tip top condition as they are the one who created these security features.

It seems like they didn't know what are they doing in the first place during in the beta stage.

everyone are now quite concern about security more than anything else.

OR they are just sitting around in office and waiting for something to happen or informed by the consumers there is a serious problem, before they react. like this case... 2 security patches within a week.

Is the phone number dial at security Screen resolved?

I remember a friend demo that and the call going thru without unlocking. But it would reboot the device thing.
