Steam blocked

So I noticed steam is blocked on campus internet. I'm not sure if it's only downloading updates that's blocked or maybe playing as well.

How do I bypass the block if it's even possible? If not who do I need to beg/whose boots do I need to lick to get it unblocked?

Steam updates are blocked but games can be played after updating. Google hot spot shield to bypass
