The healthcare clusters actually want the scheme to work successfully to reduce A&E visits which are more expensive than scheduled tests and surgeries.you seriously believe a doctor can nag you into disease free or at least diabetes free?
if they outsource it now.. the healthcare groups will still try to undercut each other to try to be in the initial contract to provide primary healthcare... though i would think the likelihood is they will award to 1 pte healthcare group per cluster for the initial phase.

Screen for life seems to be quite successful.
