Actually, they have always said the high pay is also to attract people from private sector to join govt, not entirely just to prevent corruption

More importantly the ranking indicate Singapore rank is unchanged from last year's.

I remember in the 90s we were either first or second.

because they have pensions schemes.

when you have something to lose , you also tend to be careful.

also need to factor in all the perks and stuff. I heard our ministers , security detail they need to pay themselves. maybe less PM and president.

since 2013 , Singapore civil service abolish all pension schemes.
