a bit hard with a i7.

As you just use for photoshop, I rather get a i5 and spend more money on ram (so that can create a ramdisk and do my editing there)

Agree with the i5 thing but is ramdisk really beneficial becahse I haven't used it?

RAM is very expensive per GB; rather you put the resources into a new SSD (evo 840 was plagued with issues) for better performance.

Ts can upgrade, maybe to a Haswell? As for i7 and a cheap H81 board. Maybe superfluous because i7 HT is dependent on application . like that you can save on the ram as well.

As for gpu, depends on the type of games you play

unless you are doing video editing, else for photoshop photo, a 2 gb ramdisk is more than enough for most of us to edit the photo.

Rather than going i7, use the money saved to get a i5 and 2 * 8 gb of ram.

Just remember to do regular auto backup and save the work before shutting down.

I am thinking this should do for you:

i5 4460 + H81 board = $337
Sapphire 380x 4GB = $375 or PowerColor R9 290 TD $389 (if can find, its the best deal)
a new PSU like FSP or Seasonic M12II (620W is good around $110)

The rest can reuse.
