Just take the answer as no, you still need to top up the card balance.
It is possible that you tap the card and the money deducted from e-wallet instead of card. This is called PayDirect, applies to a few toll booths only.

I saw the news but I think the demand is so pent up that it wouldn’t normalize for a while.
Anyway even got tng card but the jam also power. Haha.
