Not sure whether i am being slow or what... I used to activate touch ID for appstore purchase but seems no effect when doing the purchase, dnt even prompt for finger print. This morning while doing purchase, the ask whether i would like to use touch ID for purchase and subsequently few purchase more, touch ID for purchase is activated...

Every time you restart your phone, the first app you download after that requires you to enter your password before you can use Touch ID to download apps. Any apps you download after that will allow you to use Touch ID. However, restarting the phone sort of "resets" it, meaning you won't be able to use Touch ID until the second app you download.
