to my knowledge, if u're a lady below a certain age(50 if im not wrong), you need to get someone related to u to follow.ie ur dad, uncle, etc.
if ure a guy, shouldnt be a problem but u might be paying more.

at the end of the day, its not up to agency cause its the saudi embassy that will be releasing your visas.
